Victorian “passementerie” shoe buckle. It has a metal base, painted black, with a double border of small facetted pieces of black glass attached to metal rivets through the base. Single metal bar on the back. Slightly rounded shape so I think this is a shoe buckle - but could be a mourning dress buckle.
