Dutch silver figural, imported London 1902

Interesting Dutch silver button, depicting two figures beside a river in an urban landscape. Are they bathing? Or is one helping the other into the water? Or giving a massage? I can’t quite make it out but this is a well made button with crisp architectural details in the background. There is a separate rope border (and a slight gap where it joins on the right hand side). Hallmarked with the lion for sterling silver, date letter “g” for 1902, F for foreign or imported silver, and leopard’s head for London Assay office.
